Conlan Ellis is a junior analyst at RAND Europe. A member of the Defence, Security and Justice team, his research explores the intersection of emerging technology with Chinese politics and policy. At RAND, Conlan has worked on research including topics such as China’s research ecosystem, the impact of artificial intelligence on the defence sector, AUKUS integration strategies, AI and hostile cyber capabilities, and China’s space strategy. His dissertation explored the impact of status on the strategic direction of China’s COVID-19 health diplomacy.

Ellis received his M.A. in international relations from the University of Edinburgh, and his M.Phil. in politics and international studies from Clare College at the University of Cambridge.
